Choose the depth of participation.

Two broadband modes share one foundation: neighborhood privacy, property permission, change notes, and tool care. Fabrication access is a supporting path after orientation, not a third membership mode.

MODE 01 / MODE 02 / SHARED CORE

A Black facilitator leads a neighborhood route-planning table with maps, models, and shared diagram nodes.
Members agree on route priorities and responsibilities before anyone picks up a tool.

MODE / 01

Neighbor Signal

For neighbors who want to learn, document access barriers, and support sessions without taking a regular field role.

  • Baseline: about 2 hours each month
  • Signal Table + Home Link Lab
  • No rooftop work or independent installation
  • Fabrication benches only through a separate supervised session

MODE / 02

Block Steward

For members ready to maintain route notes, work in pairs, and take a maintenance or fabrication turn.

  • Baseline: about 4 hours each month
  • Role orientation + one field or maintenance shift
  • Paired field work; site permission still required
  • May request a supervised bench after safety orientation

  1. 01

    Protect household context

    Do not copy addresses, credentials, or private network details into public notes or shared devices.

  2. 02

    Respect site permission

    Do not access a roof, yard, wall, or cable path without permission from the owner or site steward.

  3. 03

    Record changes

    Bring every cable, mount, device, or route change to cycle review so the next person understands current conditions.

  4. 04

    Return shared tools

    Clear the bench, count components, and record tool condition before a working session ends.

  5. 05

    Work within the role

    Neighbor Signal does not become installation work; Block Stewards do not work alone in the field or on a roof.

Build a participation plan
First gathering
Signal Table: North-Central Welcome Session explains the cycle, access boundaries, and role choice.
Work partner
A new steward completes the first shift with an experienced member, never as a solo worker.
Shop access
Safety and tool use sessions are assigned for the equipment a member will actually use.
Role changes
Members can revisit their commitment at cycle close instead of changing records unilaterally.
